Franchise

I guess I'm a little confused. Thought rules said Franchise tag couldn't be put on player with 0 contract. I see players with 0 getting Franchise tag.

I put tag on Galloway assuming that his contract would drop to 0(zero) when tag applied. I based that on Pats guy(Banta) would was tagged and showed 0 contract.

Can someone please explain the Franchise process to me?
