No trading while on the clock.
Negotiate around your picks.
If a trade is posted while on the clock it receives an automatic NO vote.
Majority vote decides to implement the rule or not.
I vote YES to implement it.

As the rule maker I of course vote yes.
Does that mean you can't negotiate while on the clock with the intent of taking the other party's chosen player and then trading? It seems like that would be hard to make a rule.

Yes, no trades while on the clock. Trades can easily be done off the clock. In my opinion we can't afford to have these long delays throughout the draft or it will never get done.
If we had 3 or 4 months to do the draft I would have no problem. We have 64 days to make 758 more picks and fill our rosters. 12 picks a day MINIMUM.
A trade must be put up prior to you being on the clock. It's the getting on the clock and starting the process thats the issue. See last night as example.

I have a lot of respect for you Dave, and even consider you somewhat of a net friend being that we've had phone conversations and the like over 4 years of knowing each other. So, with all due respect:
Your proposal is counter to what the vet draft is at its essence. And it's also completely unnecessary.
The second point first, this is the third vet draft I've been involved in. This is the first where I'm not commissioner or asst. commissioner to the league. So I am very familiar with concerns over time constraints.
I can tell you that each of the other two drafts started sometime around early/mid July. Starting now we'll finish in plenty of time to get the rookie draft in before September. We do need to rip through about 12 picks per day on average, but that will happen. The draft always gains momentum in the mid and late stages.
Should everyone take 23.5 hours to pick? No. But to freak out as early as last night when there was 2.5 hours off the clock is ridiculous. And as I said, if there were no interest in the pick I'd have made it last night. Even by this morning by the time I'd exhausted the possibility of a trade it'd only been 12 hours.
Day 1: 11 picks. Right around the average you need to finish. Relax.
My first point above - to propose that people shouldn't trade when they're on the clock is just asinine. Are we turning into a bunch of commies here? Values of picks change as players come off the board. The value of a pick's not even fully apparent until that pick is up. Honestly, in many situations I wouldn't even trade for a pick until I know that the guy I'm targeting is going to be there.
Seriously think about what you're suggesting. Or rather yet, run it by Jason Smen or Sid and see what they think about what you're suggesting.
You're less than 24 hours into the draft. Relax. Enjoy yourself. Plot your next move. But don't turn this league into some regimented forced march.

AlI I know is we had everyone on last night and no picks could be made. Then 13 hours went by with everyone waiting and then the pick was made anyway. A complete waste of everyones time and very frustrating for the rest of the guys.
Like I said I will let the majority rule. I am fine with that.

We don't need a rule just some common sense. There really is no point in sitting on the clock waiting for an offer you like. But at some point in this draft the guy I want is gonna be picked right before I go on the clock and I may want to trade down.
We need the option of trading, but we also need to move things along. How bout an hour or two window to make a trade?
