If I have a player franchised and he gets bid on in RFA and I let him go, can I then re-assign my franchise tag to another player that is currently in RFA thus potentially receiving 2 future first rounders (assuming that the second player gets bid on) or I am limited to receiving one future pick per year on my franchise tag?

No, once RFA begins you cannot franchise a player with a 0 year contract.
