The 55 & 10 Rule

Would someone kindly explain in more detail the new 55 & 10 rule that is now in effect? Does that mean you can't have more than 55 active AND IR players on your roster? If I have 53 active players and more than2 guys on IR am I invalid? I got confused when I read the words "hard maximum roster". Would someone please explain exactly what that means? If it means what I said above then I really don't think that is fair. What if 10 guys you have get hurt for the year and they all are top players. You certainly wouldn't cut them just because they are hurt. This is a dynasty league. You hang on to guys like that. IF I'm reading this right I would only be allowed to replace 2 of those 10 injured guys because then I'd be at the 55 max limit. Am I correct? I sure hope not.
