RFA & PS bidding (like ufa)

If you increase your own bid in ufa, your bid lock timestamp doesn't change. i propose the same should be true of RFA and PS bids -- if you increase your own bid, the bid lock timestamp shouldn't change.

This seems quite logical, but it leads to an obvious question:

Clearly there was some reason that led to this distinction when the methods were developed.
Why was UFA set up to handle this differently, and if that reason was valid then, is it still relevant?

i don't know why they're dissimilar. That'd be a Stan (maybe Bryan or Jason) question.
