How should divisions be aligned each year:
Random (current)
Div 1 = top 4, Div 2 = middle 4, Div 3= bottom 4
Somewhat modified (Div 1 = 1,4,7,10 Div 2 = 2,5,8,11 Div 3 = 3,6,9,12)
The somewhat modified was contributed by someone who thinks that just doing top 4 etc... would be too brutal.
