vice/commish draft privilege

The commissioner and vice-commissioner will be able to make draft picks on behalf of anyone else in the league. This will be especially useful for leagues that can convene all in one draft room or one physical room and would like one guy at the computer entering all the picks.

i advise all leagues to review who their commissioner and vice-commissioner are before the next draft (for most leagues, the rookie draft in 2008) and make sure they know the responsibility of this privilege. It is not to be abused.

This will be installed with the next update, which is currently this coming sunday (next week).

Stan also told me about doing the same thing to push trades through. I'll look at that eventually.
