For filled leagues, does it start as soon as its Feb 16 GMT?
I wouldn't read anything definite into the Feb. 16th date. It includes the word "around" which means(to me) the date is not necessarily a firm date.

the time of start would be 0:00:00 gmt. For me in denver, that's in a few hours.

so then yes, RFA Starts Feb 16th midnight GMT, which is 6pm Feb 15th Central
Note says RFA now active in league but can't make RFA bids

Now people are designating Franchise players after RFA should of started and i dont think that should be happening (lg 3000)
The RFA beginning time stamp fore each league will post at 2010-02-17 in each leagues transaction log. that time stamp will reflect the beginning of RFA. The time stamp will be 48 hours from tomorrow.
Franchise players are still eligible to be marked until RFA has been activated.

Let me see if I can keep up...sometimes I can be a bit slow after several brews.
Is RFA open for bidding on 2-17 or is it 72 hours after 2-17?
Reason I ask is because the header on the main EFS page clearly states: Restricted Free Agency on now for active leagues - bidding ends Apr 20.

The header on the main page is wrong for two reasons:
01) The RFA opening date has changed within the last few years
02) The "new" RFA opening date is a moving target -- 48 hours after 42 days after the last NFL game (or something like that). There's not a set calendar date it opens which is why the message said "around Feb 16".
So just be on the lookout for a transaction in transaction history that says "RFA opens timestamp" or something like that. Then, 72 hours from that stamp RFA will open.
In the meantime, i'll fix the message, but i just don't know when it's going to happen..
time stamp indicates RFA bidding at 2-18-20.15. 48 hours after RFA opens time stamp.
of course thats only for leagues that are full at that time.
UPDATE:
RFA is starting 48 hours from going into pending status today, Check your league transaction log for the specific time stamp indicating when RFA will begin for your respective league.
