Waiver Wire rotation in off season??

is this option no longer viable? it makes a difference during offseason for leagues that expanded to 16 teams and possibly others where waiver order should reflect previous season ending order.

in case of leagues that expanded the expansion teams end up at 13-16 in waiver order, where one can make case they should be at beginning and not the end....
