During the offseason, are teams allowed to trade RFA's with zero year contracts? I didn't see it in the rule book. Can an NFL team trade an RFA?

Your allowed to trade RFA players before RFA starts. After it starts you aren't able to trade them.

Trading during RFA
Trading is allowed during RFA but a few restrictions apply.
You cannot trade a player with a zero year contract during RFA.
You cannot trade a draft pick assigned to an RFA bid
You cannot make a bid on an RFA player if the pick in the YOUR COMP field is currently assigned to a trade offer or a pending trade.
NOTE: You can trade zero year contract players during the month of January, before RFA starts.

I want to make sure I understand this right, as I have a currently pending trade offer for 0-year contract players.
We've established, obviously, that trading these players is permitted - as clearly stated in the rules. Now, if I'm interpreting the rulebook correctly, that means that by trading for and receiving a 0-year contract player, I cannot automatically extend his contract, but must let the player go through the RFA process. Then I have the option to then match the highest RFA offer, or his current salary (whichever is the higher total value). Then, and only then, would I have the option of extending his contract. So it comes down to either losing the player in RFA (potentially gaining draft picks), or retaining him at a minimum of his current salary - possibly more.
Do I understand this correctly? If not, please correct me here...

You got it right. You can trade the RFA player before free agency starts. Once in free agency, you can choose to match the high bid or let him go for whatever compensatory pick he's worth. You got it right

I notice a number of people in my league are waiving RFAs just before the RFA season starts. It doesn't appear that there are any penalties for doing this. Is that, indeed, the case?

Yep, no penalties for cutting a player who has a "0" contract (ie RFA)

Another option that you would have is this. If you haven't used the Franchise Tag on another player on your roster, you could place the Franchise tag on the newly acquired player PRIOR to the Start of RFA. This would not change the current year comp, but it would make anyone that bids on him give up a 1st in 2009 to get him. That will keep the bids low and possibly non existent.

It's really all about gaining or foregoing the right to first refusal on these players.
I guess another way to look at it is if there's an RFA guy with X draft pick compensation assigned to him, you could trade for that guy and hope he gets bid on, thereby essentially trading for the draft pick.
if your league is full, you basically have about a day and a half to consumate trade of any RFA's.....
